My points I raised were the questions to be asked.

Additionally, quality of coal and access to infrastructure (amongst other criterium) all affect the economics of any coal mining and export project.

It has been openly acknowledged that BM coal quality has higer levels of S and a higher strip ratio than LV coal (which is of great quality). This will impact on the eventual sell price of the BCE.

However, there is a $4 billion rail upgrade to port from Ballarat to Geelong which means infrastructure costs will be cheaper and therefore could negate the poorer quality coal.

If you don't believe infrastructure (and lack thereof) would have an impact on a coal projects economics and costs - well.....
