    I think he said " ...not tier 1 strategic asset..."

    FIRB are concerned with "strategic" assets, that's why they knocked back the WPL T/O. Oil & gas.

    Don't see much strategic value in copper & zinc.

    I would think PH from just the mining industry point of view is a tier 1 asset.
