What sort of cashflow balance do you expect for a spec in the process of proving up a resource , establishing feasibility, and finding a market. The only way is negative cashflow in that position which is why they are raising funds. I don't see the issue - if they don't spend money they don't go into production one day.
IMO it is now a modest buy at current SP, but a strong buy around 35c.
