To answer your question I would say that, because this current environment presents a rare opportunity to acquire acquisitions cheaply and that Glencore has given IBG and citronen a massive vote of confidence in providing the funding to do so. We also shouldn't forget how Glencore propelled Xstrata from humble beginnings to the huge diversified mining house of today.
