the main infrastructure looks to be completed at 85% as of the 2/10/2015. IPL are now advising they a 97% complete so I would imaging they are currently commissioning the plant?
I did notice the plant is next to the river, and 8000 pile were driven for the plant to sit on so most likely river plain. Hopefully IPL were smart enough to install flood mitigation infrastructure which you would think would be part of the environmental risk assessment and design.
