10% is a good amount of shares but it is not blocking stake... imagine if the rest are ready to sell out, 10% is nothing compared to the majority...
in most TOs, the largest holders are required to be on their side or else things can get a bit ugly but 10% is not enough for a battle if the rest of the small / retail holders and other from the Top20/50 are game enough....
