The plan at BM is clearly to obtain the mining licence needed to start extracting commercial quantities of BC while the demo plant work is underway.
If the plan is to build the demo plant at Maddingley then there is already a ML in place on that site, and they can start using that coal immediately.
remember that the 20 tonne coal sample that was pilot scale tested by exergen came from Maddingley, which is a clue about what is likely to happen now that exergen want to proceed at BM.
in other words both the timing of and getting of the BM ML's are in step with the rest of the BM project planning.
The reality is that if the Baillieu Govt want to support a 'brown coal pilbara' in Victoria to save their economy, then no force on the planet can prevent MNM/exergen getting the papers they need to go mining at BM for the next 50 years.
Mining activity is controlled by the States, so even Julia Gillard can't stuff this up for us in here desire to pander to the greens.
