no, normally they calculate their recommendations AFTER the close, in around 30 minutes and then follows the announcement.

BUY Level: $0.5450
STOP Loss: $0.5200
means, the stock went through the BUY level $0.5450 and finished today at $0.5600, thats generated the BUY recommendation (IMHO)
