In 2009 Saudi were Bleeding Financially and they Surprised the World by Making Unilateral Decision to Cut Production...(Iran was still producing Big Oil those days, US Sanctions came into force in July 2012)

Saudi, UAE, Qatar all are Bleeding Financially. They all will same thing what any sane person does i.e. Agree to Production Freeze or Even to 2% Production Cuts.
