I think, but haven't done the maths because I'm not smart enough, but... if management were to invest 90 million in the heap leach, instead of a share buyback, the return to investors would be much higher.
Equally there are plenty of other productive investments. Drill out the tenament, mines eventually run out so find another one, increase capacity, or simply pay the money in dividends.
Remember there are no free rides. You can't do one thing without not doing something else. It's a matter of working out what gets the biggest ROI.
