Rather than a long game China style, it's simply a game of delaying until the bad news falls outside of their tenure. At least, that was their plan previously - delay for as long as possible. Now that it seems like that delaying is not a good option any more (TAFTA award due), they might go for as close to a win-win as they can get, to make it at least appear as non-negative news.
If delaying or trickery is possible, they'll do it, but if it's not possible, then they'll go with the next best option - settlement.
Thailand do not plan for the long term. They plan for the next coup and payday.
