Has everyone missed the point of this cap raising or am I reading the ann wrong? It says, in part...

Doesn't that mean that all-will-be-revealed by around the beginning of July instead of end November??? That's how I'm reading it, but then I'm ridiculously over optimistic at times (most of the time).
