They've got through before. I doubt that options would have been exercised without a plan to raise the necessary capital. In any case, payment terms on the deals don't need to be announced, but I expect that given the nature of the work revenue would be 'billed' at certain points of completion - with pretty generous payment terms - being government departments. BQT could lend on these contracts if necessary.
