INL really only have the technology (yet to be proven) and not the large funds required. Guang ye need to be the equity partner (they have the bucks, but not sure if they will absorb the risk).
I would hope that there is significant three way discussions between chinese, JRV, and INL otherwise I think it's a dead duck.
I just hope INL syphon off shares before the announcement this week if the JV outcome is non-cooperative!! Otherwise INL will be possibly holding a 1 - 2c stock.
