Personally i don't think a capital raising will be done until AD has all the detail (and we do as well). In terms of breaking down the $107 million. Everything between permitting to recruiting costs about $10.7 million. This is covered by their cash on hand.
$50.2 million for Tender, Award and Mobilise contracts is still up for grabs and I expect their to a significant reduction due to the competitive nature of tenders. In recent client/vendor negotiations i've seen, client's are asking for 20%+ more off costs...take it or leave it off final winning bid prices.
DSO / Contingency of $46.1 million doesn't have to be raised as issued capital but could be a company loan or overdraft facility secured against future production/revenue.
