My take on this, and I may be completely wrong, is that MBL can buy for itself or for others through their own aligned brokers.
I would imagine that each of the MBL brokers can see where the other MBL brokers or MBL itself have orders in real time and not have to wait the 3 days.
Therefore if they are buying I would guess that they know that there are not many sellers or cappers amongst their brokers.
It would certainly give you a significant advantage understanding the market sentiment.
