Can someone enlighten me - with (currenlty) 77 orders today and...

Can someone enlighten me - with (currenlty) 77 orders today and 4.6m shares traded, how come whenever I look at the list of buyers and sellers, the top bid and offer remains the same? the buying bid has remained at 3.5m all day yet sales are still made?

Im sure if I wanted to buy shares at 0.08 today I would go to the bottom of the pile? How does this work - seems unfair to me???
