Absolutely.
But those "legal sources" would also be available to institutions looking to sell the stock, for whatever reason.
That's simply the market mechanism.
Maybe an institution(s) with knowledge they have obtained legally that is generally not known became sellers on the basis of such information, which is what is affecting the share price.
What I am saying is that, no one really knows, making it a fool's errand to speculate.
(Of course, IMHO, only)
