The definition of 1 hour as "employed" has been around for ages. I think it may have been introduced during the Hawke/Keating era. Its is only there to allow comparisons between economies/countries in the ILO using a common metric.

The number of people working 1hour a week is 0.01% (14500) of the work force. 1-10 hours a week is also very small in the overall scheme of things about 10% and 1-20 hours still just 18% of the employment stats. A lot of people get hung up on this and dismiss the stats due to the inclusion of this small sub set.
