Short's increasing is a bit of smoke and mirrors by the insto's. It's what they want us to see, but not exactly what is happening. I have seen very similar stuff with Vocus and the 'shorters' who were not covered got smoked big time. As Chippy mentioned, the insto's have probably already cleared there short position via options/warrants or could have negotiated a block trade. Anyway, i don't think it will take long to be back up into the $0.80+
