Well which government wants to be the one that didnt take precautions? The scientific evidence seems that there is more than just a mere possibility that the HVN1 will mutate and infect humans. I am not saying that it will happen soon...no one can predict that. But in the meantime all governments must prepare themselves.
Assuming that it does mutate and infect humans and it was only 1/10th the scale of the Spanish Flu pandemic of 1919 it can and will be catastrophic to the world economy.
Considering that production of both Relenza and Tamiflu is flat out for the next few years I dont know how you can say its all all over red rover
