Your guess is as good as ours butcher. There hasn't been an announcement to say that it has actually been constructed. The only mention of it is that the parts are on site ready for it to be constructed.
So I'm assuming their either can't find the personnel to build it for them, or they don't have the funds to pay someone to build it for them. My guess its its a combination of the two (i.e. finding someone to do it cheaply due to their cost constraints).
