It's possible, but why would GC go to Singapore and say "Sundance needs to raise $2b"... "and this is just for the rail"? And not mention anything else? If it was a rail-focussed convention then I would agree.
It may be a coincidence that the rail CAPEX is also $2b, but Sundance is currently looking to raise money for the 'project', which is currently more than just rail.
