Todd evidently making second calls to some s/h, the purpose of which evidently, is to ask at what price those s/h would sell.
that, combined with the fact that after close to 1 mth, Todd has only succeeded in purchasing 1% of shares, obviously indicates that Todd will need to raise their bid if they wish to acquire a meaningful number of shares.
So we shareholders will need to consider the hard questions.

-Do we wish to remain as s/h in FMS under its current Board and Mgt?
-do we wish to remain in the iron ore industry?
-if we want exposure to iron ore, is FMS the best stock to be in?
-if we remain in FMS, what chance is there that FMS will ever get into production?
-where will FMS get its funding, for ongoing operations, even care & maintenance, or eventual production?
-to what extent will the SP drop, if Todd walk away???
-what the hell is OCJ's game plan??
-will FMS ever get a deal with the mooted 3rd parties?
-what will the price of iron ore do??
-do we want to be part of an FMS, where Todd has effective control??

at some point every shareholder is going to have to make a decision.
each s/h has their own set of investment parameters, their own risk/reward profile.

for my mind, I am certainly willing to listen to a sensible offer from Todd.
I am not thinking of frankly silly numbers - not anything like 10c+.
we simply will not get it.
    not in this market.
we simply have no evidence of any alternative option from FMS - just pointers to 3rd party interest.
    nothing concrete.
so my thinking is many of us will have to bite the bullet. Go invest it in something with more promise.
So Todd, not a silly number like 1.3c ----- but I am willing to listen to a sensible number.

don't worry about OCJ - they may well have objectives different to most of us? Todd can sort them out at some point.

    just my personal opinion.
    everyone should DYOR

    cheers
