Thats specific to Australia. When they go to Mexico / Middle East that won't be a issue.
Most situations like what you are describing would result in having to apply for a permit which a building company would sort out.
Think of a company that would build a retirement village or a resort. FBR would be ideal.
As stated before many times 1% of the market is all they need
