    Ding may not be dragging things out deliberately but instead is working on the relisting and IPO as he now has all the vital pieces in the jigsaw.

    If so, the plan is to fly to Africa and announce the mine development, giant offtake contracts, African steel industry plan and the New ANS IPO all at once to strike the iron while it's hot to ensure maximum valuation of ANS on re-list.
