I believe that everyone involved knows this is going to be a shit fight when it gets approved. Which is why they're making sure that the PEP11 approval report is A+++. The approval process isn't a 1 way street (at least not in my industry). KP will want this to be so water tight that they can fight the backlash with science and facts rather than ideology.
