I don't know where you're getting the "out of proportion bad dudes in Uber" from or that there's "accountability of CAB... initial interest has been reducing as accountants demanding more accountability..." given there's much better logging and audit trail of trips you take on uber versus a receipt where the taxi driver can simply punch in "city" to "home".
