cabinet meeting last step or not

Am I missing something here, as all attentions seen to be foucused on the 30th of Jan. My understanding is that this is the date the AELB will pass there recomendations on to the Cabinet. This is not the end of the line for the decision process or is it. I thought the cabinet then had to table this at their next weekly cabinet meeting. To date no one has been able to confirm if or when this matter will be tabled, surely that is the day we need to be focusing our attentions on not the 30th or again am I missing something? happy to be educated.
