This from the FAR 4th January release:

"Oil flows from drill stem testing (DST) are important in demonstrating SNE is a world class oil discovery with the ability to flow oil at commercially viable rates:

 A DST of the lower reservoir unit flowed oil at a constrained rate of 8,000 bopd (stabilised) confirming high primary reservoir deliverability

That's the sense in which the word "deliverability" was used by CNE I believe. In other words commercially viable low rates. Whether the whole development is viable , commercial, or economic, will depend on the specifics of the development plan and oil prices clsoer to when the project might be sanctioned.
