I reckon Shell might be able to line up a tanker or three! If as Tim suggests they would like to buy forward Senegalese production this could be part of such a deal.
Speculating really. I personally don't expect production in 2015 unless such a deal could be done, firstly on the basis of financing and secondly timing ... they couldn't justify buying or doing a deal on a tanker for an FPSO until at least some appraisal and flow testing had been undertaken on SNE.
