Interesting to read the below article on the blooming stage in California - especially, the reference "Growers with access to surface water were able to irrigate as trees will soon be pulling moisture from the soil".

Can we hereby potentially conclude, that some growers simply don't have access to water still, only surface water can be used not groundwater and apparently irrigation is still needed - meaning the recent rain has not solved the drought issue.
