    They should have 2banks of cetos one for fresh water. One for pumping. And passively recharging any aquifers near the coast. Say 30km to 50km pumping. The gov i believe pumped water at a cost of 500million and have nothing to show for it. Teach a man to fish etc. I emailed dept of agri n water in california. Did you contact cwe for their views?
