SI's do not get their allocations any earlier than the rest of the market, I wish that were the case.

When the 3B is released that is when all the shares have been allocated.

Only time it works for SI's is if they are already a holder, they can then sell existing holdings when the stock resumes and if they have a good enough relationship with their broker they will get as much as they want of the placement.
