Language is not a fixed script, it is an ever changing and evolving way of communicating.
But the evolution is due to laziness. With the advent of Google, spelling and grammar should be improving as it's easier to check. Predictive text/grammar is also an aid.
And yes, you can start a sentence with 'and' or 'but.'
