the maintainence reserve fund were a marketing tool at best. they were rolled out when the company was small and investors feared the company would fold.
it was removed as a feature somewhere around 2004 (guess).
but more so, it was never a large amount of money and the administrators report reflects this.
I wouldnt be relying on a reserve to manage the trees for more than a year.
