The West, and the USA in particular, has given billions and billions of dollars worth of aid over many decades. And what have the recipients done with it? It's been stuffed into the pockets of the 'leaders' of corrupt regimes with comparatively little reaching those who need it. Two changes must be made:

Stringent controls in giving aid in order to ensure it reaches those who are most in need. This will not be easy as the greedy 'leaders' will do their utmost to divert this aid to themselves and their supporters.

Reduce the birthrate and teach people the advantages of birth control. No amount of aid will succeed in reducing poverty in the LONG TERM, unless the explosive birth rate in these countries is drastically reduced.

NB A prime example of how aid can be beneficial to a downtrodden, emasculated population was the Berlin Airlift undertaken by the USA and the Brits under the Marshall Plan, in the immediate aftermath of WW11. This which was achieved inspite of the treachery of Stalin amd his thugs (dressed up as soldiers).
