i think you will find the lease was voided along with everything else with the COA decision last March. So no, they do not have a lease or any legal rights whatsoever to the Kolosori prospect.
It would appear that the Minerals Board has yet to assess their application which is the step prior to a LOI. So an actual prospecting licence is several steps away.
