Just like oil production facilities can be built in the most remote and infrastructure starved areas so can a mine. It all depends on the size of the find. I think you will find that the Kabanga deposit is not being developed by it current owners is due more to their respective agendas. Barrick has to desperately reduce debt and Glencore is more interested in picking up producing mines with a good life span on the cheap rather than outlaying a large chunk of capital to actually build something. Cant blame them. Thats why they are so successful.

Yeah but oil can be pumped in pipes, and if worse comes to worse you can burn some of its byproducts to provide the energy. Neither is an option for metallic mines.
