Is this the board of CGNPC mental intentions yo update the market on a monthly basis?
The use of "possible cash offer" and "no certainty that an offer will be made" sounds like its a veiled threat to massage the market not to expect too much optimism of a 'good offer'. If this was just a mediocre resource like the neighbours this may work but a tier 1 asset is not going to get by with a cheap buy.
