I just read again that gem of an article that DEVous found. My conjecture (based on the gist of the article) is that the decision to have the contracts signed between Cameroon, Congo and Ding's China consortium in late January was reached recently just days ago. The 20% of the remaining study (a mere formality) is immaterial to the decision.

By implication, Cameroon, Congo and Ding's consortium (requiring various China approvals) were all fully satisfied that there was nothing standing between us and lift-off. Yippee !
