I happened onto this report on Cameroon's Railways. The reported comments of the Cameroonian Economy Minister certainly seems to suggest that the government considers the Mbalam Iron Ore Project to be producing in the near to mid term as it says the rail line is a necessary.
Quote - "Accordingly, our iron ore will be readily exploited by the new railway to do that."
It also mentions the connection of the rail line to Congo (amongst others).
