One point tho - I don't think it has sent a message that Cameroon can not be trusted. If and it's a big if, If SDL can prove 'rules' were broken then this could potentially be the case. But currently innocent until proven guilty (or in this case a breach of the 'rules' means you are guilty).

IMO it is business as normal for Cameroon and Congo after 20+ years of little progression from SDL. I would presume after 20 years and no light at the end of the tunnel both states would be in their rights to reallocate ML.
