Rather than speculating on the actors behind the scenes, I focus on the deliberate purpose of Coconut which is to consolidate the Sangha, Mbalam resource rights as well as the port and rail infrastructure rights.
On this specific question, I tend to think Ding is the puppet master and ANS is the driving force. Why else would Ding have spent a whole year in China. LOL
The ultimate question is how much of this world class project will be owned by ANS share holders.
