In fact, I just noticed the decrees are religiously uploaded on Biya's Twitter account as they are issued. Pages upon pages you can keep scrolling endlessly back in time. LOL
The news article you uploaded yesterday refers to the "official journal". This implies the decree is as yet unofficial and can't be catalogued as an effective law seemingly pending something. That's the impression I now get rather than Cameroon trying to evade the ICC which makes no sense.
Most puzzling of all is the decree was issued almost 4 weeks ago way back on 17 August. Maybe the decree becoming "official" depends on Ding securing infrastructure finance from our partners or when ANS can produce an IPO plan of substance to ensure the company is credibly funded for long term operations.
