Essentially a voluntary code of conduct.
And here's the kicker with arbitration:
At best, Cameroon will be shamed.
Will the iron ore hungry Chinese care?
Nope.
Does Cameroon care right now?
Nope.
Will Cameroon regret their actions in years to come?
Probably.
It's sent a clear signal that they cannot be trusted, and why Africa will remain a basket case in terms of development and prosperity.
Cameroon could be forced to use the same bed fellows for future projects, and with nowhere else to turn, who is going to take advantage of who?
