dont understand why levy of 46 million awarded to victorian...

dont understand why levy of 46 million awarded to victorian government which is being appealed by tatts should weigh so heavily on tatts results when tatts was successful in its compo claim against vic govt for close to half a billion dollars which also is subject to appeal .

as i read it seems they have so far paid out 46 million and received close to half a billion so why the 5 per cent fall in share price ? very confused
