It should be rejected outright!!!! you want to do it properly, consult well before with the industry and the state govt to work an agreed solution.

Govt spending, or private enterprise.....mmm easy as 123. Lets not forget Govt spending is TAXPAYERS money, I would rather spend my $ than the wasteful govt any day.
