I recall reading that the land in China belongs to all of the people and you more or less can lease the land for set periods.
The lease right can be traded.
I think one problem for individual Australians could be falling foul of the law due to trumped up charges brought by locals. Also there is a risk of being executed if things go really bad for you. So it would pay to tread carefully.
So don't set up a company that sells poisonous milk powder.
