can ballarat city be relocated

If there is gold under ballarat, whats the probabilty of digging tunnels under the city to get the gold out and not have the city tumble down. This is the issue i believe.So if they cant do this can bgf convince the popuation to move out and if they can do that will EPA grant a superpit licence.
